Yeah when you actually play the game you take over after the Rams block the FG. Then it is up to the player to score a TD or not. If you score the Rams win....doesn't matter how much time is left. If the Rams fail to score the Skins win even if there is time left. If you go to YouTube you will see people actually playing

Once you complete this stage it goes into the normal game play. Nice marketing for the Rams

Unfortunately reminded me of the late 80s MNF Rams v. Buffalo when Everett hits Flipper late for the go ahead score . . . and the bills come back with less than a minute to win the game.
