My 2 cents fwiw (I would be interested in responses, including disagreement).
I think the thing about Mannion is, if you just watch him drill as an athlete, he doesn't seem like a qb. But then when you put him in action, he actually does move in the pocket (a bit...sliding) and in spite of the motion the ball does come out quick. He could be their Cousins. Which is nice insurance.
Goff, on the other hand, I am convinced has first-rate pure passer talent. He is just a matter of time.
CK, his great strength (IMO) is that if it's possible to improve this or that aspect of your game just by willing it and working on it, he will do that. (Obviously you can't improve everything...but there are things you can, just through work.) Plus like you said, he makes quick decisions and has a fairly quick release, plus enough improv and movement in him to make some difference. He's a #2, but the best #2 they've had in years.
