Rams will target two high quality WR's this coming off season. They will take WR high in the draft and/or spend big on WR in FA. Kupp is not the great Kupp we knew. That's just reality. Tutu is a backup and role player. That leaves the Rams with Puka and Robinson. Puka is a stud. Robinson is a solid WR 3. Expect an infusion of WR talent in the off-season. The Rams have to get McVay weapons to maximize his play calling talent, and they need to score points given their porous pass defense (it won't get that much better next year) and given they need fans at SOFI.
