Beyond the simple fact of getting Rapp at 61 when he was considered a top 40 prospect, I looked at contracts for the slots the Rams drafted in the top 3 round vs. where they were going to pick prior to the Draft.
Looking at the contracts signed a year ago for players selected at:
31, 94, and 99 overall- $16.31M total for 3 players
61, 70, 79 and 97 overall- $15.33M total for 4 players
Value. When you have a good number of high-end salaries you have to play this game well and Snead and the Rams seemingly did here.
