Does a terrific NT lessen the need for a ILB run stuffer?

Does a NT that ties up two blockers and controls two gaps, thereby helping to keep those guys off our ILBs, mean that you don't need a big burly run stuffer at ILB?
Or is it that a two gap NT run stuffer is just one ingredient (the other being a run stuffing IL
to keep teams from effectively running between the tackles?
Because if it is the NT that is the key, then that's what the Rams need to be all in on trying to acquire.
