This sounds like a contingency if either
A) They can't get their target moving up
or
The players available at 19 don't represent a significant enough upgrade over those likely available later in the first or early second rounds.
McSnead groups players in "pods" and two in the second "pod" may carry less risk and potentially more reward than only one in the higher group. When we consider players like Avila, Young, Kupp, and Nacua all being second round or later draftees, perhaps Shrager's take, while not "inside info" is based on such an understanding of how they operate.
I don't care what pundits, fans, or draft value charts say. The Rams rarely do as I expect on draft day, but the cumulative results are unmistakable. They have collectively put in the work, and while no team hits on even most of their picks...the Rams roster building has produced regular playoff teams that are ultra competitive.
