I like Penix also but there are major concerns about him that is driving his value down.
His multiple ACL tears, is he durable? He's very slender and may not be able to take much of a pounding in the NFL.
He's left-handed so that poses a challenge for some teams to adjust their offensive blocking schemes.
He's 24. So the potential for further growth and development is a concern as least compared to younger prospects. He may have already hit his ceiling.
His arm mechanics sometimes slow his release.
He's a leader, very smart, well-liked and mature. I expect he will be drafted in the first round in a QB-hungry NFL. And hopefully he develops into a good one.
