Maybe, but if you are a big possession type WR, who they count on to handle the contested catches in the red zone too and they sign someone who also is that type plus has more experience, it is not great for you. I like McCutcheon and I am not sure if he has been given a chance, but now he has to battle a player that was drafted and was trusted by Tom Brady and made some big plays for them.
Also keep in mind that IMO, the punt returner appears it will come from this group and that might be Austin Trammell or Xavier Smith so unless they find another position that has the capability, they might also have the edge over McCutcheon.
