"Coaching" ties into it as well

A good pick might not be put on a team that is good at developing players or run poor schemes and not put in the best position for success. Then that player goes to another team/system and BAM they play better making the pick look good but NOT the team that took them.

A lot depends on where you go and who is there to "help" you get better so it's hard to "grade" a pick after a few years or maybe even a few teams, let alone the day after the draft ended.
