I don't think McVay thinks he the heir apparent after Stafford. Probably sees him as a smart backup who could perform adaquetely if thrusted into the game. I can see him as a capable game manager and an intelligent #2. Depending on what Stafford does this season, the Rams future starter may very well come in next year's draft.
