They were both older recievers with big contracts, with the deal involved the new team taking on a chunk of that contract.
There isn't going to be a lot of takers in those situations and they certainly aren't willing to give up much compensation.
The Rams got the best they could under the circumstances in both cases. They were lucky to find any takers.
When everyone knows you want to dump a player, the value disappears.
