Prolly for a couple of reasons:

1) I've heard that Jackson is seeking a fully guaranteed contract akin to what the Cleveland Browns gave Deshaun Watson. Though I'm not mad at Watson for securing such a deal for himself (I'd like to have one too BTW), I'm not so sure that any organization should be offering such contracts considering the line of work.

2) Though not career-threatening, Jackson has suffered injuries that's caused him to miss significant time over the past two seasons. And this, of course, goes back to #1.
