Yes, it was a penalty, but a two minute minor and hardly a 5 min. major and an ejection for the Vegas player.

The net result of the play was horrible, but Pavelski was knocked off balance by the cross check, then collided with another Vegas player which caused him to hit the ice. Refs didn't make the call until they saw Pavelski's injury. They told the Vegas coach Pavelski was cross checked across the face, which is totally incorrect. He was struck in the chest.
