Vaccine by September? Have to say that sounds unlikely. First they have to complete tests, and then you're talking about ramping up millions of doses to distribute in a very short time.
Not to mention that there would not be a good amount of time to see what the the effects of the vaccine might be. Ideally, you'd want a year or more to see what the long term effects are on a human subject. The idea of this is worrisome.
