That's just not the case. Historically, he has been one of the better cap managers in the NFL. They made a collective decision to go all in after year one of McVay and it almost worked. That, and they have been a little unlucky with the Gurley situation. If they are cash strapped for a year, so be it--he's returning the cap to something he can maintain.
