Ramsey's extension won't take effect until the 2021 season even if he signs it today.
He's already on the books for 2020 for just over $13M - the 5th year option on his rookie contract. When he does finally agree to terms on an extension there's virtually no chance that it will have much - if any - effect on his 2020 cap hit. It's simply the way the Rams have operated for years and to expect anything else is simply betting against overwhelming odds.
