Re: 2 concerns

I have two concerns with that plan:

1.) As soon as the Rams tag Fowler the Rams take $16.27M cap hit. That will likely keep them from making other moves that they really want to make.

2.) Fowler has to sign the franchise offer before the Rams could trade him, giving him control over who the Rams could trade him to. Possibly the team with the best offer isn't a team Fowler wants to play for.
