I really don't know. He has high salary and 31 isn't young. Not everyone plays as long as Whit.
Also, according to PFF, he had an elite ranking of 92.7 good for the #1 rating among all OL in 2016. In 2017 that dropped to a tie for 13th at 82.6. In 2018, it dropped again to 74.0 which was rated 35th among all OL.
He may be declining already. If the 2018 rating is an accurate picture of who he is now, he's just a good OT and not worth a #1. He would need to be elite to be worth a #1 pick.
