I think they obviously were being more deliberate and strategic about who their RB2 would be. But I also think they did not want to end up paying a RB2 $2.5 to $3M/year. In both letting CJ test free agency and allowing Brown to consider RFA offers they got a real sense for the market value. In the end $3.2M for two years makes a lot more sense for your RB2 in my opinion.
