I THINK that TGII is definitely has some sort of physical "issue"...loose body floating in knee/small Cartilage/tendinitis SOMETHING.
Now:
A - I think it's something they figured was relatively minor and he likely couldn't do any FURTHER damage playing on it in a limited role etc, and would steadily get BETTER not worse..
B - Realized it was worse than originally thought...but NOT Major but "A" was off, and thus didn't want to "show their hand"...NOT that it wasn't the worst kept secret in the league.
C - Once they "learned" A & B they had ALREADY "closed Pandora box" and committed themselves to the running narrative, and thus COULDN'T and CAN'T now come out and readily admit to this because Goodell/NFL hierarchy would fine/dock them draft picks etc. for NOT making this information public, like they have to other teams before.
