I'm sure in refs meetings there will be certain players discussed in terms of what they "like to do", etc. So going in I'm positive refs will be focusing on certain guys. Besides they are told by coaches on the sideline to look for x or z doing something. And so given the frequency of actual infractions on every single play there is going to be fouls on certain players and not others for the same foul.
