That is correct. Only free agents whose contract is over count. If a team cuts a player they do not count for comp picks. The rams currently have lost 4 players and would get two seconds and two sevenths. If they sign a comp eligible player with a contract of about 4 million (a 6th round player that would balance out one of the 3rds. I am not sure if it drops its value down to a 4th or 5th or just eliminates the comp pick. Given that the rams already traded away their second round pick, I think this issue is influencing their FA moves. If it is, then they may want to hit the cut player market or lower tier FAs (max around 3/yr average salary).
