in that second still Watkins is also running free at the next level - why doesn't Goff see both of them?
My guess is that he is almost always looking for the safest throw and the one to Watkins is higher risk (and would require a more athletic move)

but . . in theory, the WCO, whuch McVay uses parts of,(no pure offenses anymore) they often want to read deep to short. However, on this play I think Woods is the read because the play design put him on a linebacker and it's a mismatch. They ran it from personnel that included 3 LBers so they new they were facing that and they likely knew it was 2 man coverage based on film study, etc. So they stretch the field horizontally and Polsusky (sp) has to cover a WR on a corssing route. And PP cannot cover woods. Had it been zone under (Cover-2 or Tampa-2 or Cover-2 latch), the reads would have been different
