If I read his deal correctly I believe that's a bit off. I think if cut (which I don't advocate for) they would have $4.68M (roster bonus and prorated signing bonus) in dead money and $6.16M (base salary) in cap savings.

I don't think his cap in 2017 prevents them from doing anything (including signing Donald) so I would keep him and hope for the best, knowing they can cut bait in 2018 if it doesn't pan out.
