Honest, there is no "true answer" here. You can develop qbs both ways, and they have been developed both ways.
When we push for one thing or another, we're just talking about what we ourselves prefer.
There is no written in stone by the football gods way to do this. Both work.
One way, you start him as a rookie, and he has to learn how to execute under fire while also learning what it means to be in the NFL while also learning the mental side of the game. You live with the losing when you do that, and if it goes right you watch him grow.
The other way, you wait until he has learned what it means to be in the NFL while also learning the mental side of the game. Then you start him, but the growing pains from doing that are not compounded by having to learn everything ELSE, too, the way rookies do.
You may PREFER one approach over the other.
But there is nothing in the world which will definitively demonstrate that one way is inherently better than the other. They both can work. They both have good reasoning behind them. It's just that you tend to see the first way being done by building teams that can just afford to lose anyway for a year.
