This was on the second to last drive. Falcons D show Cover 1 then play Cover 2 Zone. Which means flats are going to be covered. QB throws to the short out while he has two WR's running corner routes in the holes of the Cover 2 Zone. Better throw would've been to the corner routes. I would think progression depends on what the defense does post snap. For example... if a defense blitzes, on many instances the primary changes to a blitz beater. On this play, Seahawks show cover 2 then play cover 1. I assume coaching staff is teaching Goff to read blitz then read the safeties.
