There are many reasons why players get mis-evaluated. Take Brady for example he played well at Michigan but evaluators overlooked that because he didn't fit a certain idea of what a star NFL qb was. He didn't show a rocket arm, was not fast or very athletic at all showed very poorly at the combine. So his play as well as his intangibles got undervalued. Rodgers and Brady didn't start early because one had a HOF qb in front of him and the other had a more than capable qb in front of him.
