The reasons are they either brought in the wrong guys, failed to coach those guys up, or have deployed a scheme that does not take advantage of their talents. Likely a combination of all three. Just going on what my bleary eyes saw Monday Night - his arm looked weak. The ball seemed to float on him, and while I was expecting the Rams to at least try to go deep a time or two I was also pretty much expecting to see an under thrown ball with no zip that would likely be picked.
