How come more O.C.'s don't just aim for 3.5 per play??

I have often thought about the elaborate dynamics of Offenses....The amount of Draft picks and $$$$$$$$$$$$ to get "THE BIG playmaker!!!"........ The next Johnny Unitas at QB etc etc. As crappy as our O was this year, I think 3.5 per play SHOULD be the standard. It puts an INCREDIBLE amount of pressure on the D and......opens up things down field. As soft as our D is, I'm surprised when I see teams try for a 20-25 yard play on early downs. Even in the Red Zone...3.5 per play. It also sets a team up for ball control dominance.
