Legal to hit Goff in the head... is it just us?

Are we just blind, and/or biased, and this happens to all QB's? I watch a LOT of football... pretty sure most of you do as well... what is your perception?

Because mine is this... it's FAR more likely to see a 'whiff', or a bare minimum head contact, called a penalty against nearly every other QB in the league than it is to see Goff get coldcocked and have the penalty called.
