Is there a time of day when Rams are in business (Trades, FA etc)

I mean are announcements made during certain business hours or can they be any time of the day. It may just be me but I always seem to catch Rams news later in the afternoon, here on the East Coast. Just wondering if there is a certain time more prone for updates by the Rams??
