The Rams always take the long view. Here's the long view.
Tillery is probably an instant starting 3-4 DE.
Brockers made his living at NT and can bulk up 10-12 pounds pretty fast to play NT again.
Brockers is entering the last year of his contract, then will be a UFA.
NTs are not that hard to get, and not that expensive because typically they are 2 down guys.
Franklin-Meyers played an awful lot of good ball as a rookie and looks to be the real deal at DE and the likely starter at one End this year.
So...... drafting Tillery gives them 2 starting relatively inexpensive young 1st contract 3-4 DEs for a few years, and moves Brockers back inside for 1 year.
Brockers will cost too much in the open market to keep because he is a 3 down player when he keeps his weight to around 300. And his $11 mil cap cost goes off the books after 2019.
It makes an awful lot of sense to draft Tillery if he's there at 31 both short and long term.
