I don't understand what we are waiting for

Esp with the trade of Quinn and the replacement of super expensive TJ with bargain basement MP, we have plenty of cap space. We know that we are going to pay Joyner and Donald, why don't we go ahead and do it?

Or extend some guys that could get very expensive when they turn FA.

Not sure why we can't just come up with a fair deal for players like Joyner who love playing for the Rams and are deserving of a good contract. Are we waiting for other teams to set the market?
