What's the deal with the rubber pellets?

Do they just dump those on astroturf? I heard they can make a big difference hardness-wise, but all in all, it sounds like they're trying to fix the symptom instead of the cause.. I know its tough to play on - isn't astroturf basically just thin turf over cardboard on top of cement? Yikes!

I'll stick to guitar.. and the multiply neck surgeries as a result..
