Not sure. Though just at quick glance two teams in big 2021 cap trouble are PHIL (projected a whopping $51M over the cap) and NO ($34.3M over).

Philly ties up (as of now) 34.2% of their 2021 cap and 29.1% in 2022 in Carson Wentz, Lane Johnson and Fletcher Cox.

New Orleans has 34.3% and 23.3%, respectively, committed to Drew Brees, Michael Thomas and Cameron Jordan. Though there with Brees the assumption is he is not playing in 2022 and very possibly not even 2021 ($22.6M hit if he leaves after 2020).

The Falcons ($3.2M over in 2021 right now) commit 39.4% and 36.9%% to just Matt Ryan, Julio Jones and Grady Jarrett- with Dante Fowler and Jake Matthews rounding out a very expensive top 5.

The Rams being currently 18th in the league in projected 2021 cap is actually really good by comparison...
