IMO, Goff was able to put up numbers that were above his ability because of the system and personnel. Now, he's trying to learn how to be an NFL QB and it's the normal growing that a guy has to go through. Instead of happening his sophomore season like most young starters, he's having to do it later because of the early success of McVay and his system.
I think it is paramount for the Rams to re-establish the running game with Gurley and Brown so the Rams can utilize the play action like before. Right now, I don't think defenses respect the play action or threat of being beaten by the Rams' passing game.
