The best 2 running teams this year measured by yards per game were Seattle and Baltimore. They don't use 3 WR sets as much as the Rams.
Ergo there's no such thing as a "best set" for running the ball.
It's a combo of talent, scheme, and approach, and some teams do it well with different sets.
3 WR sets suit the Rams. Teams that have done even better running the ball use different sets. Shrug.
