He isn't as good as people think he is at the moment though. That much is for sure.
But McVay took Woods, a very average receiver and developed him, motivated him, and put him in positions where he could use his talent and Woods became a very good player.
So I don't rule it out that Reynolds could improve and become a good player. He just isn't at the moment, hence the overrated label is very accurate.
