Qbs are often a product of the coaching and receivers and of course you have to have a line and be healthy.
My own view of Bradford is this: All the physical talent in the world -- much moreso than Goff, who is also physically talented. But he never had the desire needed to be great. You could see that in his demeanor on the field and over on the sidelines. No urgency. Virtually no passion for the game. No sense that he would battle to the end for a win.
Of course, one could say this happened BECAUSE of Fisher and staff. But I think it's really who Bradford is. Other Rams showed urgency and passion for the game even under the Fisher regime. But not SB.
Bottom line for me: Bradford was never going to be great, because he just didn't want it enough to matter. He didn't have that key intangible.
