I hate to use Joe Montana as an example since he is a hated whiner. But take a look at this 2 minute drive from the Super Bowl. The pass to John Taylor was the perfect placement and timing. Taylor didn't have to dive for the catch like Kupp did. If Goff had threw the pass a second later Kupp would have walked in for the TD.

All I can say about Montana is that he is not the only passer in history
and Elway and Favre among others burned in passes receivers caught....and Goff, though he has enough arm strength for sure, is no Elway or Favre.

My point is that Goff's throw to Kupp should have been easier to catch. The timing and touch wasn't there to have Kupp make the easy catch. Both plays look the same except Montana made the easier to catch pass. Kupp was asked to fly through the air to make that catch. Even Jerry Rice would have had trouble handling that pass from Goff.
Of course we all have a right to our opinion, but in my opinion comparing Goff to Montana is grossly unfair. Goff has a total of 12 NFL games under his belt at this point, only 5 playing with Kupp. How many did Montana have at that point when he made that play? Experience counts. All QBs miss throws or don't put it in the perfect spot from time to time.
You're of course entitled to your opinions but I'm wondering if expectations at this point might be a little unreasonable?
