They could have all the hope and confidence in the world about Goff, (I'm sure they do, to a great extent)... but they have the 'plan' for the worst... or at least entertain the possibility.
If they 'knew' about Goff I'm guessing AD, Watkins, and the other situations, they would be approaching all this very differently. - JamesJM
