With formation flying paying passengers, or even free yet "public guest", are unlikely at least and probably never on the flights.
BUT... special folk, dignitaries, sometimes journalists, yes... that's common. I have been on many 'guest rides'.... paying and non-paying. On none was I allowed to be part of any type of 'formation' flying... the only 'special' flight I was allowed to be part of was an acrobatic flight... make that 'semi-acrobatic'.
