Only thing I can think of..

is to water the snot out of your lawn after fertilizing it.. is it a granular or liquid fertilizer? We get granular, then water it down really good and have never had a problem with the dogs, but if you're doing it, read the package - if you're hiring someone, be sure to ask them about that before they do it..
