Regardless of the percentage of total population that is vaccinated, all restrictions will be effectively lifted by season start - likely by the end of June everywhere in the US. By "effectively" I mean that even if they say that you have to wear a mask if you are not vaccinated, they won't enforce it. Its not being enforced anywhere now that I know of where they are allowing the vaccinated to go without a mask.
Population immunity levels are due to several reasons. Vaccination is just one of them. Observing actual positive test rates, which aren't even Covid 19 "cases" by the way, is the only way to make sound policy decisions given that the actual immunity level is unknowable without everyone having the correct tests done. And there are no plans and no realistic way to run those tests on a wide scale.
