Seems that these days everything spurs unrelated memories.... in this case it was the word 'muppets'. Which made me think of "Top Cat"... yeah, I don't see the correlation either.
But to point: Top Cat could have been my all time favorite cartoon show.. BUT... not for the reason you might think. It wasn't that it was that funny, or written better than other cartoons.. in fact, it wasn't... it was the 'voice actors'.
Top Cat, the main character was voiced by Arnold Stang. Choo Choo was voiced by Marvin Kaplan. The other character's voices were great as well but I bring up these two because you may know them, or at least 'of' them. They owned the gas station Jonathan Winters tore down in the movie "It's A Mad, Mad, Mad, Mad, World".... (greatest job of casting in the history of film IMHO).
Which brings up another brain fart:

Then comes a about a million closely behind and tied for fourth.

Give that some thought... it's an impossible question to answer. AND, you can look at as "All Time"... but today that eliminates MANY people who aren't that familiar with Yosemite Sam, Bugs Bunny, Felix the Cat....
I think Daffy Duck has to be considered... Fred Flintsone as well. Donald Duck is in the running, I think. Many younger than me I believe would mention Shaggy. Bullwinkle? SpongeBob, Yogi? Foghorn Leghorn?
