Just doing some monkeying around I found that Mumbai, India has a declination of 0° 11' W ± 0° 18' c. So for argument's sake lets call that 0°.
Mumbai's longitude is 72° 50' 5" E . Wouldn't any spot anywhere on that longitudinal line also have a declination of 0°?
And to try to answer my own question ...
Mumbai's latitude is 18° 56' 24" N. When I change the value to 48° 56' 24" N the declination changed to 8° 29' E ± 0° 23'.
So the answer to my question is 'no'. But I don't understand why. I'm going to have to give this one some thought.
