I have yet to see a series with pre-determined number of episodes that was not "packaged". That is even more true when the episodes are based on stories that have already been written. Not only is it cheaper to do it that way but the advertisers prefer it because people like you, me, 21 will get hooked and binge watch. Why take the chance someone waiting for the next episode might -for a million reasons-miss it and all the commercials. Plus you could not go "back" and review the missed episode unless the entire series was over and you purchased all episodes. (i.e. Big Little Lies, Lonesome Dove, L.A. Law, Cheers, Frazier, etc.) "Packaged" tv series that are not destined to go on forever are big moneymakers today.
