This goes against everything I believe in. . . but he's young and probably can get away with it. What Vickie and I have suggested can be a slow fix.
Now. . . if you want a fast fix, depending on how soon he wants to enter.
I assume he only has to pass one weigh in to qualify. . .
SO. . .
forget everything we said and do the following. . . eat lots of pizzas. . . burgers. . . fries. . Fritos. etc. etc. All unhealthy weight gainers. . . but for a brief time he wouldn't hurt himself. He meets weight. Then once admitted in go in a different direction. It would also mean limited activity.
