NTSB had a public relations nightmare on their hands... they also had a job to do. I think that Eastwood, or rather, the producers and makers of the film, would counter that they weren't depicting any vendetta against the pilots, per se, but rather the frustration of doing their job correctly in a world that wanted a simple answer.
True? My theory of Eastwoods reply that is? I don't now... if so I would argue they didn't do it well.
