Civilians as part of the process.. vets get preference for civilian jobs.. and I agree with that to a degree.. butnnot all jobs should be included.. for example, my job.. my job involves computer programming, 3d model development, photoshop expertise, vector graphics etc.. highly specialized stuff.. when they announced my job, you had to fill out a questionnaire to show your level of expertise in all these fields.. multiple choice answers from "never heard of it" to "expert"..
Ok, so what happens is when a person is actually hired for civilian positions, they are in.. they can't be fired, can't be let go.. once you're in, you're IN.. you're not allowed to ask for a portfolio and nobody bothers with interviews.. they go strictly by the answers in the questionnaire..
So, ever vet who fills out the questionnaire answers that they are EXPERTS in ever field.. and Impromisemyou none of them have ever done that type of work EVER in their lives.. complete beginners.. but they answer they are experts.. So they get hired to be a computer programmer.. they walk in daynone and can't even turn a computer on, but they can't be fired and can't be let go.. So you've got an absolute beginner given a job that requires multiple levels of expertise..
Well, getting in a position to do that job on ANY level takes years.. that's what's happening across all jobs and levels in civil service.. that's why nothing is ever getting done, like in your case.. it's maddening, but it's the government stacking the deck.. I agree bets should be given preference as long as they actually DO have experience in the job they are applying for.. but they never do.. they lie their way into getting hired and once hired, can't be let go.. there ya have it..
